Zanzibar Tour Operators

How to Choose the Right Zanzibar Tour Operator

Booking with a licensed, locally-based operator is the difference between a smooth, safe trip and an expensive lesson. Here is how to verify one, what to ask before you pay, and the red flags that mean walk away — from a Stone Town operator running its own tours since 2014.

  • Locally owned since 2014
  • Stone Town office
  • 1,000+ travelers guided
  • 5-star TripAdvisor & Google
Quick Answer

A Zanzibar tour operator is a licensed local company that plans, guides, and runs island excursions, airport transfers, and safaris — handling your guide, transport, park fees, and safety end to end. In Zanzibar, legitimate operators are licensed by the Zanzibar Commission for Tourism (ZCT), and many belong to the industry association ZATO. To choose a good one, verify their licence, book direct rather than through a beachfront tout, confirm exactly what is included in the price, and check independent reviews. Blue Green Zanzibar Tours is a locally-owned operator based on Mkunazini Street in Stone Town, running its own guided tours since 2014.

The basics

What Does a Zanzibar Tour Operator Actually Do?

A tour operator is not a booking website or a middleman. A real operator owns the experience from your first message to your hotel drop-off — the guide, the vehicle or boat, the permits, and your safety are all their responsibility.

Plans & guides tours

Designs the itinerary, provides a licensed local guide, and runs the excursion — from a half-day Spice Farm visit to a full-day Safari Blue dhow trip.

Handles transport & fees

Arranges hotel pickup and drop-off, transport by road or boat, and pays the park and site entry fees so you are not caught out at the gate.

Carries the licence & liability

Holds the ZCT tourism licence, works within Zanzibar's tourism regulations, and is accountable for your safety throughout every excursion.

Some companies also arrange airport transfers, multi-day holiday packages, and wildlife safaris to the Tanzanian mainland. The strongest operators run all of it in-house rather than subcontracting to people you never meet.

Do this before you pay

How to Verify a Licensed Zanzibar Tour Operator

Anyone can call themselves a "tour operator" on Zanzibar's beaches. Licensing is what separates a registered business from an opportunist. Run these checks before you hand over any money.

  • Ask for their ZCT licence. Every legitimate Zanzibar operator is licensed by the Zanzibar Commission for Tourism. Since March 2025, these licences are issued through the ZCT online system — a real operator will have no problem naming or showing theirs.
  • Confirm a physical local office. A registered company has a verifiable address, not just a WhatsApp number and a spot on the sand. Blue Green is on Mkunazini Street in Stone Town, listed on Google Maps.
  • Check independent reviews. Look for a consistent track record on TripAdvisor and Google — not a single glowing screenshot. Read the recent reviews, not just the rating.
  • Look for ZATO or industry membership. Membership of the Zanzibar Association of Tour Operators signals a company that has committed to the sector's professional and ethical standards.
  • For safaris, ask about the mainland licence. Trips to Mikumi, Selous, or the northern parks are run under a Tanzania mainland TALA licence — a separate permit from the Zanzibar tourism licence. A serious safari operator will explain how yours is arranged.
Five questions

What to Ask Before You Book Any Tour

A good operator answers all of these clearly and in writing. Vague or evasive answers are your signal to keep looking.

  • Exactly what is included in the price? Confirm whether hotel transfers, park and site entry fees, meals, and equipment are all covered — or added later.
  • Is this a private or shared tour? A private tour means your party only; a shared tour means joining strangers. Both are fine — but you should know which you are paying for.
  • Who is my actual guide? Confirm you will travel with the operator's own licensed guide, not an anonymous subcontractor.
  • What is the cancellation and weather policy? Boat trips depend on sea conditions. Understand refunds and rescheduling before you pay.
  • How and when do I pay? Be cautious of anyone demanding the full amount in cash up front with no written confirmation.
Walk away if you see these

Red Flags: Unlicensed Beach Touts

Zanzibar's beaches and Stone Town alleys have their share of informal sellers offering "tours" at tempting prices. A cheap quote is not a bargain if the trip is unsafe, uninsured, or never happens.

  • No licence, no office, no paperwork. If they cannot show a ZCT licence or a fixed business address, you have no recourse if something goes wrong.
  • Full cash up front, no written confirmation. Pressure to pay everything immediately with nothing in writing is the most common way travelers lose money.
  • Prices that seem too good to be true. Quotes far below the market usually mean park fees are missing, the boat is overloaded, or the tour is not what was described.
  • No verifiable reviews. No TripAdvisor or Google presence — or only a couple of unverifiable testimonials — means no track record to trust.
  • Vague safety answers. On boat trips especially, an operator who cannot confirm life jackets, boat capacity, and a qualified skipper is not one to trust with your day at sea.
Booking channels compared

Booking Direct vs Online Agents vs Beach Touts

The same tour can reach you three ways. Booking direct with a licensed local operator is almost always the best value — you deal with one accountable company from confirmation to drop-off.

Direct with local operator Online travel agent (OTA) Beach / street tout
Price Best — no commission markup Higher — 20–40% platform commission Unpredictable — often hidden extras
Who guides you The operator's own licensed guide Often a subcontractor Unknown
Accountability One company, start to finish Split between platform and supplier None
Licence & insurance Verifiable Varies by supplier Usually none
Custom & private options Flexible — built around you Limited to listed packages Rarely honoured

Amazing tour – highly recommended! The tour was excellent. Our guide, Nassor, picked us up directly at the ferry terminal and stayed with us from start to finish. He shared many interesting stories and demonstrated great knowledge throughout the entire tour. We first took a boat to Prison Island (the turtle island), then visited the sandbank, where a wonderful seafood lunch was prepared for us. After that, we returned to the city for the historical tour. The team also helped us with purchasing the ferry tickets, which was extremely helpful and made everything much easier. I highly recommend this tour!

A Dream Realized In Zanzibar My Family's Unforgettable Week in Zanzibar with Blue Green Zanzibar Tour and Safari Like many, my first glimpse of Zanzibar was through the captivating videos on TikTok. The turquoise waters, pristine beaches, and vibrant culture sparked a dream within me, a dream I finally realized this past November with my family. As an Irish native, planning a trip to such a distant and exotic locale felt daunting, especially when initial attempts to connect with various tourist companies proved fruitless. Misinformation was rampant, and responses were slow or nonexistent, leaving me feeling frustrated and uncertain. That's when I stumbled upon Blue Green Zanzibar Tour and Safari. From the moment I reached out, I experienced a level of responsiveness and care that was truly exceptional. Wadi, our contact at Blue Green Zanzibar Tour and Safari, immediately understood my vision for a week long family adventure in Zanzibar. He meticulously crafted a personalized itinerary, taking into account our interests and preferences. From the moment we touched down at the airport, Blue Green Zanzibar Tour and Safari took care of everything. A friendly driver greeted us and transported us to our hotel, setting the tone for a week of seamless travel. Each day, our dedicated driver arrived promptly, ready to whisk us away to new and exciting experiences. We explored spice plantations, swam with dolphins, wandered through the historic streets of Stone Town, and relaxed on the beaches. all without a single worry or logistical hiccup. What truly set Blue Green Zanzibar Tour and Safari apart was their commitment to comfort, relaxation, and attention to detail. Every aspect of our trip was carefully considered, ensuring a stress-free and enjoyable experience for the entire family. There were no hidden fees, no unexpected surprises, and no high-pressure sales tactics. Just genuine hospitality and a desire to make our vacation truly special. I wholeheartedly recommend Blue Green Zanzibar Tour and Safari to anyone planning a trip to this enchanting island. While there are many travel companies to choose from, Blue Green Zanzibar Tour and Safari stands out for its transparency, integrity, and personalized service. With Wadi at the helm, you can rest assured that your trip will be meticulously planned and flawlessly executed. He is an amazing person who organized my trip and everything go perfect, smoothly. Thanks to Wadi, my family and I created memories that will last a lifetime. If you want to experience the magic of Zanzibar without the stress of planning, look no further than Blue Green Zanzibar Tour and Safari. You won't be disappointed!

Outstanding experience with Blue Green Safari Zanzibar! We had an amazing experience with Blue Green Safari. From start to finish, the team was highly professional, punctual, and incredibly accommodating. We were traveling with two toddlers, and they went out of their way to make everything smooth and comfortable for us — adjusting plans when needed and always being patient and kind. What really stood out was their genuine care and flexibility. They didn’t just treat us like clients; they truly cared about our experience. They even helped us arrange donations for a local school and village, which meant a lot to us and made the trip feel even more meaningful. If you’re planning any tours or excursions in Zanzibar, I can’t recommend Blue Green Safari enough. They’re reliable, thoughtful, and go above and beyond to ensure you have a memorable and stress-free experience.

Blue and Green Zanzibar - Tours and Safari Thank you very much for the incredible experience! Your service was truly amazing, and we were so happy during our entire stay. Every driver and guide we met was professional, friendly, and went above and beyond to make our trip special. A big thank you to our driver Hamdun, he was such a great companion throughout our travels. Always in a good mood, playing great music, helpful, and smiling. He really made the journey even more enjoyable. A special mention also goes to Nasser, our guide for the Blue Safari. Nasser was beyond amazing! Such a great guy, friendly, fun, super helpful, and just a joy to be around. He made the whole day unforgettable. The guides at Nakupenda also took excellent care of us and prepared a fantastic lunch. Everything was perfectly arranged. It was an unforgettable trip, thanks to you and the entire team. We’ll truly miss Zanzibar. Thank you again!

Zanzibar Tour Operators — FAQ

How do I know if a Zanzibar tour operator is licensed?

Legitimate operators in Zanzibar are licensed by the Zanzibar Commission for Tourism (ZCT), which since March 2025 issues all tourism operating licences through its online system. Ask the operator to name or show their ZCT licence, confirm they have a fixed local office and address, and check their reviews on TripAdvisor and Google. A registered company will answer these questions readily; a beach tout usually cannot.

What is ZATO?

ZATO is the Zanzibar Association of Tour Operators, an independent membership body for the island's private tourism sector. It promotes ethical, sustainable, and professional standards and acts as a liaison between operators and the government. Membership is one positive signal that an operator takes industry standards seriously, though ZCT licensing is the core legal requirement.

Is it cheaper to book direct or through an online travel agent?

Booking direct with a local operator is almost always better value. Online travel platforms typically add 20–40% in commission, and they often route you through subcontractors you never meet before the tour. Booking direct means no markup and one accountable company handling everything from confirmation to hotel drop-off.

Are Blue Green's tours private or shared?

Most of our tours run as private experiences for your party only, which suits couples, families, and small groups who want a dedicated guide and a flexible pace. Some shared-boat experiences, such as Safari Blue, are the exception. We always confirm in writing whether a tour is private or shared before you book, so there are no surprises.

Do you need a separate operator for safaris from Zanzibar?

Not with us. We arrange wildlife safaris from Zanzibar to Mikumi National Park, Selous (Nyerere), and the northern parks ourselves. Mainland Tanzania safaris operate under a separate Tourism Agents Licensing Authority (TALA) licence rather than the Zanzibar tourism licence, and we handle those arrangements including flights and game drives.

Can I book a Zanzibar tour before I arrive?

Yes, and we recommend it — the best guides and dates book up, especially in peak season. You can arrange any tour, transfer, or safari from anywhere in the world via WhatsApp, email, or our inquiry form. We confirm your booking with the full details in writing before you travel.

What should every tour price include?

At a minimum, confirm that hotel pickup and drop-off, your licensed guide, and all park and site entry fees are covered. Depending on the tour, meals and equipment such as snorkeling gear may also be included. Always get the inclusions confirmed in writing — an unusually low quote often means fees are excluded and added later.

Where is Blue Green Zanzibar Tours based?

Our office is on Mkunazini Street in Stone Town, the UNESCO World Heritage historic centre of Zanzibar, roughly 8 km from Abeid Amani Karume International Airport. We have operated our own guided tours from here since 2014 and are listed on Google Maps and TripAdvisor.
